This report is dedicated to Daniel Gibbons, a very special member of the ARM Satellite Measurements Committee, who passed away in February of 1991. Dan's many technical contributions to our work are exceeded only by his friendship and the positive attitude he took in dealing with his failing health- an inspiration and guide to all of us.
